Philip Lacy Bartholomew, 64, passed away Wednesday, March 23, 2011 surrounded by his loving family. A native of Rocky Mount, he was born April 4, 1946, son of the late Grady Bartholomew and Daisy Ellers Bartholomew. He was also preceded by his stepfather, Herman Proctor.
Philip served his country in the United States Air Force. Following the Air Force and college, he worked for the United States General Accounting Office then transferred to the USDA office in Raleigh. He had been working for the North Carolina Office of Budget and Management before his death. Philip was inducted into the Order of the Long Leaf Pine by the Governor of North Carolina for his years of dedication to both the state and federal governments.
He leaves behind, his devoted wife of 37 years, Cynthia Taylor Bartholomew; two sons, Mark Taylor Bartholomew and David Philip Bartholomew, both of Greensboro; his sister, Bonita P. Bartholomew and husband Larry of Lakeville, MN; and step-sister, Gene Sellars.
The family will receive friends 7:00pm to 8:30pm Friday evening at Wheeler and Woodlief Funeral Home. A service to remember Philip will be held at 11:00am Saturday morning in the funeral home chapel with Dr. Jody Wright officiating. Burial will follow at Rocky Mount Memorial Park.

So very sorry to hear of Phil’s passing. As you may know, Hugh was at Duke before Christmas the same time as Phil, but unfortunately didn’t get a chance to see him. I know from my own experience that this is a very difficult time for you, and my heart goes out to you and your family. I was so sorry to hear the news about Phil. We had worked together many years ago at GAO. He was always a great guy, friend and coworker and had such a pleasant and upbeat personality. I’ll keep all in my prayers during this difficult time.
Phil was a good friend and a very helpful working partner during his years with the General Accountability Office. My prayers and thoughts are with you during you time of grief. He will be missed by all of us who knew him.
I worked with Phil for the last few years and while our interaction was limited, I formed a very positive opinion of his character. Learning about his battle against cancer was a very sad thing, but his loss was devastating. My thoughts and prayers go to his family. May we all remember Phil for the great person he was and keep his memory alive.

We were so sorry to hear about Phil. We will miss him very much. I will always remember his kindness, sense of humor and his smile. I will never forget the Summer we visited with you both at the beach. The kids still talk about it to this day. How much fun they had with Phil gathering seashells on the beach and lighting off fireworks with him. Natalie always tells the story of how Phil saved her from breaking her leg and how he carried her back to the beach house. We are so glad we had that time together. I will miss e-mailing him & I will miss his funny e-mails. I can’t believe he is gone. We wish we could have all been there on Saturday with all of you but our prayers and thoughts were with you. Phil and I graduated in the same class from RM Senior High, worked at the same Hardees restaurant, went on some dates together, worked in the same GAO office and traveled on the same audit jobs. Phil was a great friend, a loving father and a devoted husband. He loved his God, his country and his family. He was always easy going and fun loving. He took lifes ups and downs in stride and made the best of each situation. He was great to work with and to work for. To me Phil represents the backbone of this great nation a hard working, loving father and husband. He was a man of velvet steel soft and compassionate on the outside but rock solid on the inside.
